Doctor en Derecho por la Universidad de Salamanca y Doctor en Sociología por la Universidad de Oxford. Es profesor asociado del Departamento de Derecho de la Universidad Católica del Uruguay, investigador asociado en la Universidad Alberto Hurtado y docente del Study Abroad Program de University of California en Chile “Human Rights and Cultural Memory”.
Es investigador senior del Instituto Milenio para la Investigación en Violencia y Democracia (VioDemos), investigador colaborador del Instituto Milenio Fundamentos de los Datos (IMFD), investigador asociado del Centro Interdisciplinar de Políticas Públicas de la Universidad Alberto Hurtado (CiPP) y del Observatorio Iberoamericano de Justicia Penal de la Universidad de Salamanca.
Se desempeña como director alterno del proyecto Fondecyt de Exploración Nuestra MemorIA (2025-2029), que integra inteligencia artificial con archivos históricos y de derechos humanos. Su trabajo ha sido financiado por ANID, CONICYT y el Newton Fund del Reino Unido.
El Dr. Rojas ha ocupado cargos académicos y posiciones de investigación en la Universidad Alberto Hurtado, Universidad de Notre Dame, Universidad de Duke, Pontificia Universidad Católica de Chile y Universidad de Oxford. Ha asesorado a instituciones públicas, fundaciones internacionales y gobiernos extranjeros.

Hugo Rojas holds a PhD in Law from the University of Salamanca and a PhD in Sociology from the University of Oxford. He is an Associate Professor in the Department of Law at the Universidad Católica del Uruguay, an Associate Researcher at Universidad Alberto Hurtado, and a faculty member of the University of California’s Study Abroad Program in Chile, Human Rights and Cultural Memory. He is also a Senior Researcher at the Millennium Institute for Research on Violence and Democracy (VioDemos), a Collaborating Researcher at the Millennium Institute for Foundational Data (IMFD), and an Associate Researcher at the UAH Interdisciplinary Center for Public Policies (CiPP) and the Ibero-American Observatory of Criminal Justice at the University of Salamanca. He serves as Deputy Director of the Fondecyt exploratory project Nuestra MemorIA (2025-2029), which integrates artificial intelligence with historical and human rights archives. His work has been funded by ANID, CONICYT, and the United Kingdom’s Newton Fund. Dr. Rojas has held academic and research appointments at Universidad Alberto Hurtado, the University of Notre Dame, Duke University, the Catholic University of Chile and the University of Oxford. He has advised public institutions, international foundations, and foreign governments.
